    We were using Omnis 7 by 1995. The fact the your licenses start C7RSI proves that it is written in Omnis 7. The Omnis library will be a .LBR file.

    If you can work with a Hyper V platform that will be good. Are you making any system amendments i.e. using Omnis 7 Development version? License number starts C7DSI, so you can open the library and edit the formats. Or just helping the user client to upgrade their platform.

    I think it is me not understanding what you are trying to do.

    Omnis 7 installs as a 32 bit App in the Program Files (x86) folder. Unless you have a version of Win 11 that does not have the 32 bit folder.

    I am running:-
    Edition Windows 11 Home
    Version 23H2
    Installed on ‎08/‎09/‎2023
    OS build 22631.3737
    Experience Windows Feature Experience Pack 1000.22700.1009.0

    Are you trying to install on a Windows server which may not support 32 bit Apps? Sorry, not my area of expertise.

    Perhaps someone else can give you better guidance. But I will help within my limited experience.

    I am an Omnis developer still using Omnis 7. I do my Dev on a Win 10 PC but I have just successfully installed Omnis 7 version 7.3.8 on my newer Win 11 PC. After a cursory test it seems to be working fine. I am also helping a user organisation upgrade their platform to Win 11 and Win Server 2022 and SQL Server 2022. All is working fine.

    Or have I misunderstood the question?
